## Thesis
Wallets authorize spend. **Judgment** authorizes *whether* to act on spend / publish / irreversible risk — with a schema-valid verdict and human|model label.

Version 1 accepts one first-valid verdict and is therefore a judgment receipt
workflow, not yet a competitive or calibrated exchange.
